    Where did you get that quote? People safely meditate more than 15 minutes all the time. What is Serotonin Syndrome anyway? is it related to kundalini crisis? Over-meditating can lead to increased kundalini, but for most busy Americans the likely hood that they could or would over meditate, as in an intensive retreat, is un-likely. And if in an intensive retreat, the teacher could help guide them if problems like that occurred.
    In my opinion and experience, 15 minutes isn't long enough to enter a really deep state of meditation, its just a warm up, a tease. Sometimes thats all I have time or energy for, but ideally I prefer about 40 minutes. I have safely meditated multiple hours in a day, though kundalini does kick up in that scenario.
