I haven't read this chapter of Blackburn's so I can't say much about the content of the chapter. However, Blackburn's work is often cited by Beck and my bet is that he'd say that Blackburn's ideas about interacting cognitive subsystems are one of many theoretical perspectives being explored within CT rather than their being an alternative to his views.
