Bipolar disorder should be treated with medication as appropriate. There are no studies on EMDR and bipolar disorder or mood disorders of any kind that I am aware of.

Having said that, some of us observe clinically that for a few patients, including those that carry a diagnosis of bipolar disorder, EMDR enables accessing one pole of a mood state, or causes a shift from one mood state to another. In some cases, these mood states are actually ego states and the diagnosis might have more appropriately been a dissociative disorder.
