Job Search Readiness

I feel like I may be stretching this a bit, but I need help! I am working at a Community Action Agency and I am struggling trying to find tools I can use for outcome based evaluation/reporting. Tools that re valid and accurate are my goal. I realize they may not exist, so I am willing to take the challenge of creating my own. The program has the participants identify ther skills, values, and interests. We focus on chioce and responsiblity for their own job search. We would like to be able to measure such things as increase in confidence and self-esteem, and overcoming fears. The program does includes the usual stuff such as how to research companies, write resumes, and practice inteviewing. Is this an easy one to figure out and I am just missing it? ( Oh, we do not do job placement, that goes against the programs empowerment approach) Thanks for any sugestions.
