I do not think governmental guidelines for practicing hypnotherapy are needed. Practioners are licensed to practice within their discpline, e.g., medicine, psychology, or social work. They are free to use whatever methods they chose, but they are expected to have adequate training. Physicians are not licensed to practice surgery. Psychotherapists are not licensed to practice family therapy or hypnosis. Clinicians are free to select techniques, but they are responsible to practice them ethically and within the established standard of care. Of course, this "loose" regulation leads to excesses, but to regulate every form of treatment is not possible.
