Hello Kim, I'm very familiar with the term transorganizational systems and think this way most of the time---and often faulted for it as not being willing to "blame those at fault" by people who prefer to get their anger out rather than truly resolve whatever problem is at hand.
The corporate world and its many work systems interact transorganizationally with the family and home community....this is where I focus my attention when helping work abused individuals (scapegoated, or otherwise traumatized) recover from the injustice of their treatment in many of the well-known corporate workplaces that may call themselves "learning organizations."
I recommend applying basic systems thinking to any transorganizational problem----and not take on more theories that may have their (blaming) outcomes hidden.
I have "credentials and experience" in organization development and family therapy. Like Will Schutz, I see a lot of not facing the truth that comes from people being reluctant to use basic systems thinking. See the "Thinking Page" referred to in Charlie's post "Resources for Organizational Learning." This page gives a very basic introduction to systems thinking. Take it from there without depending on others' interpretations of how to apply systems thinking to transorganizational normative networks.
