Yes that is true - the public has no way of measuring it, but there are professionals who are skilled at working with DID clients and up to date on knowledge base, but do not belong to ISSD. I know of several - we form a DID consultation group and many of us DO attend conferences, as well as meet monthly to discuss issues specific to working with DID clients - but only 2 out of over a dozen of us are ISSD members - not because we can't be bothered, but because we already have several organizations we pay, fees for belonging to.
