I agree that the parent(s) are the ones that should be counseled. But, what should one do if the parent(s) appear to be none careing; not showing up for meetings, not returning phone calls, not responding to mail. These type of parent(s) seem not to care about the child. When actually contacted, most often by the police, the parent(s) will say they're child is out of control. They say they've tried everything; even called the police on their owen child for aggresive behavior.
