Does The Concept Of "Family" influence social policy

I am researching the concept of family, and the outdated view of the Nuclear family. Do people think that this concept has an influnence on the way that the state sees a family and does it alter the way that legislation is passed.
Does a wife and 2.4 children underpin modern society?
Are gay couples "devient" and should the marriage of these people be ratified and accepted etc etc etc
