DCFS and consent forms

I have been having a lot of difficulty with getting permission to use the art work of my client's who are mainly DCFS wards. I have as a result been unable to do any research for the last two and a half years. I am still working steadily through our administration to get my consent form approved which is very similar to the one we used as students of the Art Institute of Chicago. Please let me know if you have had any dealing with DCFS and if you cant tell me what is the best way to go about applying for informed consent. Regards Hoda
