Working/volunteering in other countries

I live in rural, central Canada and have been working in the Art Therapy field since 1996. I currently work in some high schools and would like to find ways to volunteer and/or set up some programs in other countries, such as Israel, etc. I speak french and english. I have never written proposals for this type of work and don't know where to begin. Help!!!
