Paper based publishing is subject to scrutinization by the publisher who would remove any comments that may be deemed as liable.
Net based publishing avoids such scrutiny which results in comments that the law deems as liable being made public.
To avoid a law suit an author woul have to either familiarise their selves with the varying complex liable laws of each country where the publication can be seen (every country in the world) or have the publication check by an appropriate expert. Either way it would require an enormous task considering the amount of published material on the net.
Maybe the net needs an internationally accepted set of guidlines in the same vein as those that exist for maratimers
