Is there really such a thing as Attention Deficit Disorder?

Doesn't anxiety either propel a person or keep him back? I think Adler wrote in UNDERSTANDING HUMAN NATURE that in order to be attentive that one must experience some tension (in the eyes, etc.) which tells one that information is being processed. Hence, anxiety which is usually present can be used to help or hinder -- the choice is up to the person(?)
