Yes, simple Buddhist meditation is perfectly safe. If you are psychotic, then you will notice your psychosis more. If you are in pain, you will notice your pain more, and the same with anxiety. It will not CREATE these problems, but instead reveal what is your current condition. Moreover, it will give you an opportunity to reduce your anxiety - and so is a very helpful self help skill. But as to Kundalini yoga, you should not practice this unless under the guidance of a very experienced teacher, as yes, problems can arise from this practice when it is not practiced with care.
