Am not aware of a specific program that does voice recognition with a treatment planner, but the good ones allow you to use any program with their speech/voice recognition software. Most have the ability to fill in forms, pull down menus, switch windows, etc with your voice (mouse-less).
As for treatment planners in general, there are some stand alones on the market that are quite good. Check out a review that I did for The National Psychologist awhile back (it is at www.csudh.edu/psych/np8.html or go through my web site to newspaper articles). YOu might also add to that list a new program called "Easy Treat" by Outer Montana Systems (makers of "Touched").
