In most states the title of "hypnotist" is not regulated. Anyone can call him/herself a hypnotist. "Hypnotists" may be able to do habit control or ego building. I do not think they can treat illnesses, the practice of which is regulated. If hypnotists offer treatment of depression or anxiety, they are probably liable for practicing medicine without a license.
