A traumatised animal will eventually settle when it feels safe. Its first instinct is to scan the horizon, while listening and smelling for danger signals. Safety and security is achieved when its immediate visual horizon is clear...Iv'e seen young rabbits do this. The head remains still while the eyes scan.
I believe the positive cognition emdr uses during eye movements moves the sufferer from a mental state of alarm to a state of safety and security. This positive cognition during safe-horizon scanning gives us a belief of well being, allowing the trauma event to be processed.
