Therapist behavior is governed by codes of ethics and state licensing laws that is intended to prevent harm to clients. Clients have a right to competent and ethical treatment. Each state has something like a Department of Consumer affairs or Professional Licensing Board that governs licensed mental health professionals. They also hear consumer complaints.
