I generally use audio bilateral stimulation myself, but from what I recall, the speed of eye movements is usually as fast as the client can easily track them. I believe you watch the clients eyes, and if they are starting to have trouble tracking you slow down a little. Sometimes when emotion is high, the speed of the eye movements may need to be adjusted as the few times I have used EMs I noticed that the client had more difficulty tracking when upset.
