Bipolar Disorder when accurately diagnosed is not a contraindication to doing EMDR. However, many people carrying the diagnosis of bipolar disorder have an undiagnosed dissociative disorder.

As is taught in the EMDR Institute trainings, every client should be screened for a dissociative disorder, and those with severe dissociation should not be treated with EMDR unless by someone who knows how to treat dissociative clients and who knows the protocol for using EMDR with highly dissociative clients.
