Is there a reason to consider this a "pseudo auditory hallucination" rather than an auditory hallucination?

From the information you have provided thus far, it sounds like an ordinary auditory hallucination (more specifically a command hallucination). The usual treatment approach would be to get a psychiatric evaluation and consider antipsychotic medication as the primary intervention. CBT can be used quite productively as an adjunct to appropriate medication but would not be used instead of medication.
