I hope so. In fact I think it should be made mandatory that they have an annual mental evaluations to safeguard the public from the negative impact it can have if the therapist is unstable, after all people in the mental health field are vulnerable for "burnout" too, but if they are to be of any value to their clients they should be screened from time to time. I often hear of cases where the therapist is more messed up than the client and can be very damaging to the mental well being of the person who sought out help.
In other fields such requirements are made so there is no reason why similar requirements aren't applied to those in the mental health field.
