Not being a specialist in this area, my advice might be less than earth-shattering, to say the least, but nonetheless here I go. First of all, I would doubt his story of how the masturbating in front of others began. More likely, he has been doing this (or fantasizing about doing it) for some time. He probably thought about approaching Jean for a while before finally getting up the courage to make his request. Jean's not feeling threatened concerns me. As I said, I'm no specialist, but the sexual perpetrators I've worked with tend to be particularly nonthreatening, charming people. It is this aspect of their personalities that enables them to achieve their goals. The man may be harmless. But I would suggest Jean not consider him so and be particularly cautious around him.
