THe other part of this is that clients are disempowered into thinking that they are unable to address emotional and behavioral concerns without the use of drugs, and thus, feel compelled to spend hundreds or thousands of dollars a year just to function "normally." We have vastly become a society where the individual does not take responsibility for his own actions. "Chemical imbalance" is just one more way. This is not to say that there aren't individuals who sincerely need something to function normally, as some of these drugs make it possible for some individuals, who otherwise would be institutionalized, to live independently and have meaningful interactions. But so many never get the chance to learn the coping skills they truly need.
