clarification of attention seeking and manipulation

I would like some one to give me some guidance on how to simply describe these behaviours. In aged care we are getting funding for resident's with behavioural problems. however the goverment Nurses validating these claims have lost the plot. They are saying that these behaviours arises from a dependency on one person. Please help
