Hi. I don't have anything particularly concrete to tell you, however I did spend a year in South Africa - several years ago. My only, hopefully constructive comment would be that Africa has many major cities and degrees of resources that as you point out, are related to economy and war. I would suggest that if you have an area you are interested in, contact the nearest major city an inquire about its programmes if any. International aid organizations or student work exchanges may be helpful as well. Thinking of Africa as without services is like looking at the Arctic as a frame of reference for Canada.
My experience was certainly limited, and by now out of date, but Cape Town where I lived was no different than any other Metropolis...except warmer. Although you want a more rural experience, they may have services that base themselves in a large town but perform outreach to other areas.
