Definition of art therapy

I am doing some external evaluation for a community arts company. An artist worked with people at a mental health day centre, enabling them to try various arts techniques, and gently raising the issue of mental health, and public perceptions of mental health & mental illness. The commissioners of this work insisted that it was not art therapy. So ... what is the definition of art therapy, and does anyone think that the above was art therapy?
