I'm not sure whether you are a mental health professional or not, but in either case, sharing information about a potential source of help is not only kind but responsible. Licensed mental health professionals have special obligations in how they talk about things, of course. You could mention EMDR to your friend as a potential way to provide relief, and offer her the Shapiro Forrest book as a great start. EMDR has been used with very good results for traumatic symptoms following motor vehicle accidents, it is one of its most straightforward uses. As to your question about humanitarian assistance efforts following Hurricane Floyd in North Carolina, I don't personally know the answer. EMDR-HAP can be reached through (650) 726-1604. Someone there will know what is being done, if anything, in North Carolina.
