Since the Soviet Union [Russia, particularly] & the USA were involved in the War in Afghanistan they both have a MORAL DUTY to rehabilitate the mess left behind. Instead of selling more military hardware to Oman & elsewhere the US should be sending in men to clear the war debri & mines. Offering humanitarian handouts is not going to fix the crisis.
