Read the table "Stages of Classical Adlerian Psychotherapy" at http://go.ourworld.nu/hstein/stages2.htm . From an Adlerian perspective, counseling proceeds to about the sixth stage, whereas psychotherapy extends up to the twelfth stage. The difference has to do with the depth of change: behavior and attitude, vs. style of life and fictional final goal.
